Projects : Site Engineering for Peaking Plant

D’Appolonia, a Dynamic Power Technologies Group company, provided geotechnical and site development engineering for the 250 MW, gas-fired, Handsome Lake “peaking” electric peaker generating facility in Venango County, Pennsylvania. As a peaking facility, the plant generates power during peak demand hours of the summer and winter.

DPT personnel performed a geotechnical investigation to develop foundation design recommendations for construction of the generating structures and designs for site grading, storm water management and erosion and sediment control. The exploration identified a soft, plastic soil layer beneath the proposed facility footprint that could not adequately support the anticipated foundation loads without utilizing costly foundations. To facilitate removal of this material, the plant grade was modified and a separate “excess” material disposal area was designed as part of the site grading plan and situated outside the limits of the proposed structure footprint.

DPT engineers prepared the preliminary and the final submittals for the county planning commission for local review of the project and at-tended planning commission meetings. The submittals included designs of two ponds for the control and management of storm water in accordance with local storm water ordinances. Services also included preparing the necessary permit documents related to erosion and sedimentation control and storm water discharges for construction activities, which were reviewed and approved by the county conservation district.
