Projects : Compliance Monitoring for BTC Pipeline Project

D’Appolonia, a Dynamic Power Technologies Group company, was retained as the Independent Environmental Consultant (IEC) for the Baku-Tbilisi-Ceyhan Pipeline Project (BTC Project) by a Lender Group that included the International Finance Corporation (World Bank Group) and the European Bank for Reconstruction and Development. D’Appolonia was responsible for advising and assisting the Lender Group with environmental compliance monitoring issues during construction of the project.

D’Appolonia performed assessments and reported relative to compliance with the environmental and social provisions defined in the respective project Environmental and Social Action Plan (ESAP), Contractor Control Plan (CCP), BTC Management Plan, and Environmental Health Safety (EHS) management systems. The scope of work also included monitoring of compliance with applicable lender policies and with national environmental laws and permit requirements, as detailed in the ESAP.

The BTC Project is a dedicated crude oil pipeline system with a design capacity of one million barrels per day of crude oil. Now completed, the pipeline conveys crude oil from the Sangachal terminal near Baku in Azerbaijan, through Georgia and Turkey, to a new export terminal at Ceyhan on the Mediterranean coast of Turkey. The pipeline is dedicated to crude oil production from the ACG field complex located offshore from Baku in Azerbaijan. This oilfield has estimated reserves of 4.6 billion barrels of recoverable oil.

D’Appolonia’s responsibilities for the project included providing independent review of amended, supplemented, replaced or new Environmental and Social Impact Assessments and other relevant environmental documents submitted to the Lender Group for review, including important system expansions or project and implementation changes as defined in the ESAP.

D’Appolonia provided independent monitoring during construction and assessed the implementation of the commitments set forth in the ESAPs. This assessment also included monitoring of the EHS management systems in place to ensure proper implementation of ESAP commitments. Four site verification visits per year were made by D’Appolonia personnel.
